It all runs from a combi-boiler and until recently all was ok, now there hardly a need to use the cold tap in the bath as the hot tap tends to only deliver luke warm water. All other mixer taps in the property are working fine?!?! I gather it's not a boiler issue but don't know what to do with the bath tap to fix it? This mixes in cold water if the hot water is too hot to prevent that scalding. It sounds to me like yours is sticking open. If it is of that type there may be a rebuild kit available for the faucet. If not that then somebody has done some plumbing where they tied a cold water line to the hot. But since you said "intermittent" it is most likely that built in thermostat in the control not closing properly. And then decide what the applicants are worth to you based on their experience and salary requirements. To answer your other questions is really whats going to make your buisness priorities. An inexperienced designer might be cheaper for you, and thus you can pass that on to your clients. The opposite would be true for a very experienced designer, but there will always be clients for either end of that threshold, so pick your place in the world.
